NFL Practice Squad Rules Explained in Plain English

Every week a broadcast mentions that some cornerback was "elevated from the practice squad," and half the room nods while nobody actually knows what that means. The NFL practice squad rules shape who suits up on Sunday, who gets poached on Tuesday and why your team's backup quarterback can appear and vanish from the roster in the same weekend.

The rules changed a lot after 2020, and much of what fans remember is out of date. Here is how the system works now, in the order it affects a team's week.

What the practice squad is for

Each team carries a 53-man active roster. On top of that it can keep a practice squad of 16 players, with a 17th spot available for a player from the league's International Player Pathway program. These players practice with the team every day, run the scout team looks against the starters and act as injury insurance.

They are not under the same contract as active players. A practice squad contract is week to week, and the player is technically free to sign with another club's active roster at any time, which is where poaching comes in.

Who is eligible under NFL practice squad rules

Eligibility used to be strict and was built around young players. Today it splits into two groups.

Developmental players. Players with no accrued seasons, or with up to two accrued seasons, qualify. An accrued season generally means at least six regular season games on full pay status, and a player who spent fewer than nine games on the active list in a season can still count as having limited experience.
Veteran exceptions. Up to six spots can go to players with any amount of experience. This is why you now see 30 year old linebackers and former starters on practice squads.

The veteran spots changed team building. A club can stash a reliable backup guard or a third quarterback on the practice squad, pay him well, and save a 53-man roster spot for a younger player it does not want to expose to waivers.

Game day elevations, step by step

This is the rule fans see most often. Before each game, a team can elevate up to two practice squad players to the active roster for that game only.

The team announces the elevation, usually the day before the game.
The player is on the active roster for that game and is paid an active roster game check for that week.
After the game, he reverts to the practice squad automatically, without going through waivers.
Each player can be elevated a maximum of three times in a regular season. A fourth appearance means the team must sign him to the 53-man roster, where he can be exposed to waivers if later cut.

That three-elevation cap is the reason a team will suddenly sign a practice squad player in week 12. They have used his elevations and still need him.

Poaching and protected players

Because a practice squad player is not bound to his club the way active players are, any other team can sign him, but only to its active roster. A club cannot poach a player for its own practice squad.

There are guardrails:

The signing team must keep the player on its active roster, or pay him as if he were, for at least three weeks of games.
Each week, a team can protect up to four practice squad players from being poached. The deadline is Tuesday afternoon, and protected players cannot be signed away that week.
A player can refuse an offer and stay with his current team, though most take the jump in pay and status.

Protection lists are revealing. If a team keeps protecting the same rookie receiver for six weeks, coaches think he is close to a real role.

How much practice squad players earn

Under the current collective bargaining agreement, the minimum practice squad salary climbs each year. In 2024 the weekly minimum for players with limited experience was 12,500 dollars, or around 225,000 dollars over 18 weeks. Veterans on the exception spots are commonly paid more, and some negotiated deals land at or near the active roster minimum on a weekly basis.

Players are paid only for the weeks they are on the squad, and they also receive a check during playoff weeks if their team keeps going. The take I disagree with: "practice squad players are camp bodies"

A lot of commentary still treats the practice squad as a parking lot for players who are not good enough. That view is about five years out of date.

With six veteran spots and two weekly elevations, the practice squad now functions as a rolling extension of the game day roster. Teams in a tough injury stretch have leaned on elevated players for real snaps at cornerback, offensive line and special teams. The flip side matters too. A team that keeps elevating the same backup tackle every week is telling you its 53-man roster has a hole, and the front office has not fixed it.

Practice squad tips for fantasy managers

Fantasy players can use these rules in a practical way:

Watch Saturday elevation news. If a team elevates a running back the day before a game, the starter may be more hurt than the injury report suggests.
Track elevation counts. A receiver on his third elevation will either be signed or disappear. A signing usually means a bigger role.
Do not chase poached players right away. A player who moves teams midseason often needs two or three weeks to learn a new playbook before he sees the field.
